Logic dictates that it is a minus - a sniper doesn't doe it's job as fast as a pistolero :)

Ya, that's a typo. A fully upgraded pellet tower does shoot slower than a level 5 pellet tower. Not a bug, it does shoot slower... just a typo. I'll fix that in the next update.
